If people cannot access the Mailman web site, they can't use it to
subscribe to a list. They can subscribe by e-mail either to the
listname-join or listname-subscribe address or to the listname-request
address with "subscribe" (without quotes) as the subject or body.

I don't know if this is your question or not, but if it isn't, you'll
have to be more specific.
