Setting a list "Reply-to:" header is usually a bad idea. See <http://www.unicom.com/pw/reply-to-harmful.html>.
As for making the list announce-only, go to the Mailman FAQ Wizard at <http://www.python.org/cgi-bin/faqw-mm.py> and search for "one-way".
2) ONLY a few authorized addresses can send to the list?
In the web admin interface for your list, go to the "Privacy options..." section, then down to "Sender filters". Partway down on the page there is a field with the description:
List of non-member addresses whose postings should be automatically accepted.
This also has a link to a page with a brief description of this option.
