You should search the archives. This subject has come up several times before.
The short answer is no. The long answer is quite a bit more complex, and for many sites it may be completely impossible to implement this kind of functionality, even if the feature were technically available within Mailman.
If you want that sort of thing, you should use a file sharing P2P network, or a WebDAV server, etc....
