This beta appears to only be available from the SourceForge page at <http://sourceforge.net/project/showfiles.php?group_id=103>, although Tokio might also have a copy up on his site.
So far as I can tell, neither gnu.org nor list.org have anything more recent than the official latest release, namely 2.1.5.
