Mailman doesn't work that way. Moderators can approve, reject, or discard postings that have been held for them to look at, but that's about it. If you want to do anything more, you need to be an Administrator.
Unfortunately, I'm not aware of any alternatives to give you more fine-grained control over who can do what.
