It sounds to me like the administrator password and moderator 
password are set to the same value.

That's the only way I can think of to make the list behave in that manner.

IIRC, mailman uses the greatest level of access it can provide based 
on the password given. So if the two passwords are set to the same 
value, you have given the moderators administrator level access.
