In addition to Mailman, you would need a Mail Transport Agent (MTA) and
if you want a web interface for managing your lists, a web server.

All this is not too difficult on a Unix like computer or Mac OS X. It
can be done on Windows, but it requires additional software (Cygwin),
and is not particularly secure.

It is best to have a full time internet connection with a fixed IP
address and a domain name. Otherwise many recipient servers won't
accept your mail.

This is a project that requires a fair degree of computer 'savvy'. It
is not a simple 'run the installer and you're done' installation. It
also opens your computer to various access from the internet which may
be undesirable.
