Normally, you don't restart it too often.  But there are certain 
times, such as after changing an entry in the configuration file, 
changing templates, etc... after which you need to restart Mailman.

Otherwise, you'd only normally need to restart it after upgrading the software.

I think we probably restart Mailman a little more frequently than 
that, because we track the current version pretty closely, and we 
usually have at least one or two releases per year.
