The administrator address is not a member of the list. The default action for non-members posting is to reject. So it is doing what it is supposed to do. Now there are two ways you can deal with this. You can use the approved: header method or you can add the administrator address to the accept_these_nonmembers setting under the Privacy options->Sender filters page.
