Actually no, those are not the best way to do this IMO. If ALL of the web pages were template-based, it would be a simple matter of defining the CSS you want in a CSS file and adding it to the page header. Wasn't somebody working on moving everything to a template system for the 2.2 branch or was that for 3.0? If so, that would be a nice new feature to have.
