Well, something is amiss, but I don't know what. If you're sure that
the admin password was given correctly, I don't know what else could
be wrong. It wouldn't have anything to do with the list configuration.

Possibly, someone didn't want the admin password to be used in this
context and patched the Mailman/Commands/cmd_who.py module to not
accept it.
