If you go to the web admin Non-digest options page and follow the (Details for msg_header) or (Details for msg_footer) link, the answer is there. Note that additional substitutions are available if the list is personalized, i.e. OWNERS_CAN_ENABLE_PERSONALIZATION is set to Yes in mm_cfg.py and Non-digest options->presonalize is set to Yes or Full.
