You might try doing a 'mass_catchup'. If somehow the list's
usenet_watermark is too high, this will reset it.

It sounds like you shouldn't need to set NNTP_USERNAME or NNTP_PASSWORD
in mm_cfg.py, but there may be an issue there. Have you looked in
Mailman's fromusenet log for any clues?
