Got it fixed.

There's a cgi that I apply to all .html files, and specifies that 
they must be in in my web files directory. 
/usr/local/mailman/archives lies outside that directory, therefore 
they were not allowed.  I just needed to add the archives directory 
to those allowed and it started working fine.

Of course, I figured that after doing all the other changes you 
suggested - which probably needed to be done anyway.
