Not without more information. Look in Mailman's error, locks and
qrunner logs for more information. Also look in the system maillog to
be sure the mail was actually piped to Mailman without delay.

Also, are you sure that Mailman was completely shut down with no
qrunners running and no locks/ files before starting the first time,
and did you do a 'start' or a 'restart' the second time?
