Stopping and starting Mailman has no effect on the web interface unless somehow a config.pck got corrupted in the process. What is in Mailman's error log? Whenever you get the "Bug in Mailman ..." response on the web interface, you have to find the corresponding error and traceback in Mailman's error log.
