There's no way to import the archives without using the command-line interface. Not unless you want to re-send those messages to the new mailing list from an external system.
The rest of the mailing list configuration may be something you can replicate by putting up one web admin page right next to the other and then doing some cutting and pasting, but it may be a pain-in-the-butt.
