We have an announce-only list (all members are moderated, moderated postings are rejected). There is a single list moderator and a single list administrator.

For an unknown reason, bounce messages are being sent to both the administrator and moderator e-mail addresses. This is not typical behavior for any of our other lists.

I've attached headers from a recent bounce below. Any advice on why this is happening is much appreciated.
