If you mean "Will a list admin be moderated when posting to the list if they are not a member of that list", then this will depend on how non-member postings are configured. A person who is not a member of the list is treated as a non-member, regardless of whether or not they are a list owner or moderator.
You can set the list to allow posts from list administrators without them being members by adding them to the list of addresses whose messages will be automatically accepted. See Privacy/Sender Filters.
