I don't know why it would matter, but it seems your [email protected] list a member of this [email protected] google group. Do you want that? Is all the problem mail coming via that google group? Do you have any list settings to allow mail from that group? However, if you haven't reordered the pipeline for this list, SpamDetect which processes header_filter_rules comes first and should take precedence.
