It may or may not indicate a packaging issue. Did you "Re-run as list (or root) with -f flag to fix"? If not, do it. If you did it and the issue isn't fixed, are the various /var/lib/mailman/* paths actual directories or symlinks. If they are symlinks, you can ignore this as the relevant user/group/mode is that of the target, not the symlink itself, and check_perms can't actually modify the symlink.
