I finally figured it out... I am running a patched version that slices
the queue between multiple machines. After upgrading the machine, I
reapplied the patch to Switchboard.py, but I forgot to make changes in
mailmanctl.
All good now, and that patch has been running great for the last couple
years. Thanks!
