Yes. Addresses don't change frequently, are even less frequently reassigned to other users. If the user can't, it has to be the admin, and administrative removal plus administrative subscription is the obvious way to change a subscriber's address, since Mailman 2 has no concept of "subscriber", only "subscribed address".
