Thanks to Ernest W. Durbin III, this is now fixed. At some point an
Apache update added a symlink

/etc/apache2/sites-enabled/000-default.conf ->
/etc/apache2/sites-available/000-default.conf

and when the server was rebooted, this overrode our config for the port
80 listener.
