Maybe it's a symlink (Debian does that) and the above <Directory /usr/lib/cgi-bin/mailman/> needs Options ExecCGI FollowSymLinks instead of just Options ExecCGI Also, Apache 2.4 if that's what you have needs Require all granted instead of Order allow,deny Allow from all in all the Directory blocks.
