This was fixed with http://www.list.org/mailman-install/node9.html

and
<Directory /var/lib/mailman/archives/public/>
Order allow,deny
Allow from all
Options Indexes FollowSymLinks
Require all granted
</Directory>
at the bottom of /etc/apache2/sites-available/mailman.conf
Then sudo service apache2 restart
