I haven't yet looked at your suggested changes, and I will.

I know that there is some inconsistency and some confusion over the fact
that some owner notifications are sent using the
Message.OwnerNotification method and some are sent to the -owner address
using the Message.UserNotification method.

I haven't been around Mailman long enough to know the history of this,
but I do know that in some cases there are bounce processing reasons for
why the sender is the site list.
