This has come up before. See <https://bugs.launchpad.net/mailman/+bug/266722> and <https://bugs.launchpad.net/mailman/+bug/266247>, the newer of which is over 12 years old. I'm not sure why it's never been changed. Perhaps because both of those ask for more, at least implicitly, and the 'more' parts are not so easy.
