There is no way short of modifying code to insert personalized information in the body of a message. There are ways to ensure the footer is appended to the message body rather than added as a separate MIME part (attachment), but this involves setting content filtering to reduce the message to a single text/plain part or setting scrub_nondigest to Yes.
