Do the members receive individual messages from the list or digests. If they receive digests, there's nothing you can do.

For individual messages, Mailman 2.1 has a Topics feature. This is not yet in Mailman 3 in any form, but works for Mailman 2.1. In the Topics section of the admin UI you define topics via regexps to match against the Subject: or Keywords: (if one) message header(s) or pseudo headers in the message body. Each topic has a name and description.

Then users subscribe to topics via the user options page.
