I've got a `settings.py` (according to the docs this should be the master file
including `settings_local.py` ...) reading as follows:

```
root@arda:/etc/mailman3# cat settings.py
# Mailman Web configuration file.
# /etc/mailman3/settings.py
from mailman_web.settings.base import *
from mailman_web.settings.mailman import *
