I'm list admin of "bit-dev" on python.org and wonder if I can set this
up myself or if this need be concerned by the server admin.
I want to have my users subscribe to a list without creating an account
at python.org first.
Your own docu tells about a way to subscribe without an account here at
bullet point 4:

There is no way to subscribe to that list without creating an account
first.
It is the same at your own list
