I ended up looking into that slicing that was mentioned in link you provided and it solved the build up problem. I clear the massive queue that had built up in the matter of an hour once I adjusted to 10 OutgoingRunners. So at least I stopped the bleed but I still do see some messages taking significantly longer than others even to the same list. It seemed to stall on the long messages every three or so but after this change it would still stall but after a much larger amount of messages.
For example the one list back to back went from 0.038 to 1.579 to 0.067 seconds in the course of one minute.
