Yes I do run into this from time to time. My intuition is that it has
something to do with where the focus is when I invoke the keyboard
shortcut. I'm not 100% certain, but I think clicking in the list of
messages to bring the focus there and then invoking the keyboard
shortcut "makes" the shortcut work.
+1 for this being slightly frustrating sometimes, and for some change to
make it work all the time. That said, it's not a significant issue for
me.
