“Apply Rules” is very limited in its behavior. It is only undimmed
if the currently selected mailbox has any rules *and* 1 or more
messages are selected. In that case, the rules of the selected mailbox
is applied to the selected messages.
Memo to self: Put the things you want matched in Conditions, not in
Rules.
