2 ways to skin this cat:
1. Add a rule to whatever source mailbox the messages get delivered into
which matches the senders and marks them as "Not Junk" and check the box
in Preferences->Security->Image Blocking to load images for "Not Junk"
messages automatically.
2. Create a Smart Mailbox which consists of messages from "All Messages"
with as many "From:is not:<whoever>" conditions as you like. Select that
Smart Mailbox instead of All Messages in Preferences->Security->Image
Blocking
