You would have to make complex conditions like:
All
Tags/Keywords include \\Flagged
Tags/Keywords include $MailFlagBit0
Tags/Keywords include $MailFlagBit1
Tags/Keywords does not include $MailFlagBit2
There is currently no easier way to do it.
