[MlMt] "Pending submission"?

Sometimes when I compose a new message and click the Send button, it 
doesn’t send, but instead sits in the Drafts folder with status 
“Pending submission”.

Why do these not send? How are they different from those that send 
immediately? Am I doing something wrong?
