I have nearly 900 labels in a gmail account - which means any attempt to sync the lot will end up being throttled. However - if MM is restarted or a laptop running MM brought out of sleep there is some IMAP chatter for each folder (visible in the activity window) - and I end up throttled.

Can that initial per-folder IMAP be prevented without taking the account offline?

No, I don't think that's currently possible. And I guess it's kind of a bug. These mailboxes should only be synchronized if client->server changes exist or the mailboxes are selected. I cannot quite recall why it doesn't work like this -- if there is a reason. I'll note to think about this.

Or any tips for handling large numbers of gmail labels with MM.

If there's anything you don't need then you always have the option of unsubscribing them in the IMAP account editor.
