There should be visual feedback when dragging which shows whether or not it can be dropped at the location.
I suggest you update to the latest test release and then contact me via “Help ▸ Send Feedback” if you still cannot make it work. Hold down ⌥ when clicking “Check Now” in the Software Update preferences pane to update.
