I have "Send" at the top of the "Message" menu, shortcut Cmd-Shift-D.
It becomes "Send Now" if I hold down the Control key, shortcut
Ctl+Cmd-Shift-D.
Shortcut Cmd+E is for "Use Selection for Find" as it is in most Mac
apps.

Yes, this is a recent change that control toggles between send and send
now. option-cmd-shift-D creates a new message by copying the viewed or
selected message and it works also in non-sent messages. I love that
addition.
