It might point to the wrong location. Try this:
ls -al /usr/local/bin/gpg
/usr/local/bin/gpg --version
I suggest you try to delete it and the re-install command line tools
using “GPG Suite”.
Any ideas what is going on here?
If the above doesn't help then we can start debugging.
