Never mind, this was pilot error. I was trying to move messages that
had been moved by rules I have setup. Of course, if I try to move them
back to the mailbox with the rules, they immediately get re-applied, and
the message ends up back where it started, so it looks like nothing
happened.
Lesson learned: fix the rule first before trying to move messages
around. 🤪
