Things in 'skel' directories generally get put into the home directory
when you create a new user. Otherwise any user created after the
installation of, in this case, gpg, wouldn't be able to use it without
copying and removing the personalisation from the '....conf' file of an
earlier user. Not a good idea, especially in this case.
