One way could check out, the copy with CCC (Carbon Copy Cloner), if you have it or maybe a good excuse to get it as a demo.

Or a similar product that works around the restriction altogether. That app allows you to access the User Folder and select a file/group folder(s) to copy/replace. Also you could port both the preferences and settings files at the same time.

I have not tried this copy on different vintages (from Big Sur to Sierra in your example), so YMMV.
