OK, in that case I guess the DNS lookup failed. I’ve seen that
happen in the past. When Mailman can’t lookup the DMARC policy, the
DMARC handling doesn’t happen, leading to this issue.
That seems to indicate that even with wrapping then this would have
failed (because that would also not have been done). Meaning that I
would have to either munge all or wrap all emails.
In any case, the sender of the email triggering the issue often sends
emails to the mailing list (without munging).
Here's an example of the error message:

said: 421-4.7.30 Your email has been rate limited because DKIM
authentication didn't 421-4.7.30 pass for this message. Gmail

I'm not sure if this indicates that all senders on the mailing list have
to have DKIM configured for their domains now? This is not the case for
the From address involved.
