Drafts created with MailMate: the images are attached.
Drafts created with Apple Mail on iPhone: the images are not attached.
Ask Apple why not. :)
There is no standard for how IMAP clients are supposed to save draft
messages. Because of that, every client does their own thing and fails
to document it or make the slightest effort towards interoperability. If
a draft message is anything other than plain text, you should treat it
as a document of a special type accessible only to the program which
created it. Because it is.
You can always see what MM has as a raw message with the View->Show Raw
Message menu option, and while it's not exactly "user friendly" it is
not hard to figure out whether a message really has any attachments. If
it does, the first "Content-Type" header will be either multipart/mixed
or multipart/alternative, and there will be sections of the message that
have their own set of MIME headers followed by a block of base64 text
(fixed-length lines, no spaces, all ASCII characters) for any parts that
are binary files.
