There is no guarantee it will ever go through. It's a quota which is designed to throttle potential bad mail and break out spam attacks. Some quotas are not IP specific, they may be covering a netblock or ASN. In some respects, gray listing would be better :(. I will point out for the particular instance above, reading our Bulk Sender Guidelines and applying some of them would help... though, if you're relaying the mail and you aren't the actual sender, then not much you can do there.
