163 is an email provider that I doubt provides dynamic IP space of any sort.  
And as Junping says, 700 million mailboxes.  Well north of 30 million, like I 
said :)

Multiple /24s that can emit email on 163’s behalf - and the PTR is hardly 
ip-foo.bar.baz.qux.163.com <http://163.com/> for this to be more than a tempest 
in a teapot [which quite a lot of mailop threads tend to be, just like on the 
old spam-l or nanae, never mind].
