32k in a header is bad, wrong and should be discarded with prejudice.
32k in headers combined is excessive and whilst a looping mail could
have this sort of size I'd suggest it is excessive and I wonder how many
clients would safely deal with such sizes... certainly it isn't mobile
sensible and I wouldn't be considering changing limits to accept them.
